DR. C. HART SCHAAF

EXECUTIVE AGENT
FROM MARCH 1957 - OCTOBER 1969

As an institutional framework under the auspices of the United Nations, the Mekong Committee Secretariat was led by a senior UN official from UNDP. Mr. C. Hart Schaaf, an American national, served as the first Executive Agent from 1957-1969. He believed the Mekong was a “sleeping giant” that needed to be awakened to bring about “power production, irrigation, navigation and flood control.” He led the Mekong Committee to “work for all the people of the basin with absolutely no distinction as to nationality, creed, or politics.”
